If it agitates without water then the fill pressure switch is stuck , this will lead the unit to beleive its full already.
replace the water level/fill switch for the fix.

Not using High Efficiency (HE) detergent.

Solutions for over-sudsing
:
Always use HE detergent in an HE washer. It is formulated to be a low-sudsing detergent and made especially for HE washers.
Be sure to use the correct amount of detergent. HE washers require only a small amount of detergent.
Note
: This amount may need to be adjusted for water hardness, load size, and soil level.
If using a 2X or 3X concentrated HE detergent, much less detergent is needed. If suds are seen, reduce the amount used.
If using a water softener, less detergent.
Solutions for Hot water not entering the machine are
:
Make sure both Hot to Cold water hoses are connected properly at the faucets and at the washer.
Fill hoses are usually color coded, blue for cold and red for hot.
Verify that the hot water inlet hose is connected to the hot water faucet.
Verify that the cold water inlet hose is connected to the cold water faucet.
Verify that the hot water inlet hose is connected to the back of the washer into the hot water inlet port.
The inlet port is usually labeled with (H) or (HOT).
Verify that the cold water inlet hose is connected to the back of the washer into the cold water inlet port. This inlet port is usually labeled with (C) or(COLD).

i've found problems with the temp. switch on this washer part number W10184148 and it's around 40 dollars,also on the rinse cycle the washer only uses cold water.what happens when you use just the hot?i had a lady that her water would start to fill and then the water would stop and the pipes in the house would start making a banging sound.if you order the part from http://www.repairclinic.com/PartDetail/Switch/W10184148/1468990 repair clinic and if this isn't your problem which i think it is from how you discribe it you can send the part back and get your money back for up to a year.good luck with your washer and next time you buy something and it doesn't work right get right on it
Sounds like you've got the hoses switched, and the cold water you're feeling is just what is in the hot water lines until the lines get purged. Try filling on the hot setting and see if cold or hot comes out; my guess is you'll get cold water on the hot setting.

The water fill valve - The water fill valve is a mechanical and electrical part, the coils on the valve need electricity to mechanically open the valve to allow the water to flow into the washer....myth....the washer pumps water into itself...no, it does not. The fill valve opens and the house water pressure pushes the water into the washing machine. No cold water or no hot water - The fill valve has two coils, one for the hot water and one for the cold water. It is possible that one of the coils can fail and you loose that filling ability. If the cold water coil quits, the hot will still work and during warm fill you will get hot water only and during a cold fill you will get no water at all. If the hot coils quits, you will still have cold water fill, cold water only on a warm setting and no water on a hot fill setting. You can No cold water or no hot water - The fill valve has two coils, one for the hot water and one for the cold water. It is possible that one of the coils can fail and you loose that filling ability. If the cold water coil quits, the hot will still work and during warm fill you will get hot water only and during a cold fill you will get no water at all. If the hot coils quits, you will still have cold water fill, cold water only on a warm setting and no water on a hot fill setting. You can test a fill valve live for 120 volts, power to a fill valve coil and no fill = a bad fill valve. You can also test the coils for continuity, no continuity = a bad fill valve. Some Maytag washers have a fuse in the fill valve circuit, if this fuse let go the washer will not fill. Fill valves can also from time to time stick open and not stop filling. If you have to shut off the fill valves to stop the water from filling in the washer, you have a bad fill valve and you will have to replace it.
If your machine is a FAV6800AWW or FAV9800AWW the (upside down u and f) may be a “NF” for no fill error.The washer has tried to fill the machine with water and has sensed a water fill issue.The control board has shut the wash cycle down with an “NF” error to the display because of excess time to complete the water fill portion of the wash cycle. Will the machine complete the cycle with Hot water only or Cold water only?I would do a Quick Wash cycle just to test with an empty wash basket. Regardless of the above test and assuming you have good water pressure for both Hot and Cold supplies to the washer I would do the following. Close the water source valves to the washer and remove the Hot and Cold hose connections at the back of the machine and check for clogged inlet screens.If the water inlet screens are free of restrictions I would go into Service Mode and turn on the Hot and Cold water valves on one at a time and make sure the tub will fill with about 2 inches of water in about 3 minutes in service mode.Check both Hot and Cold inlet valves individually see page 16 of the SM Board Output Test, enter service mode and do the function test for both Hot and Cold Water Valve’s.If the inlet screens are clean and you have water fill restrictions in service mode we may need to look at replacing the water inlet valve assembly.You can turn on the drain pump in service mode to empty the tub or just start a wash cycle and the machine will empty the tub. Sounds like a bad mixing valve. To verify that it is the valve you need to turn off the washer when it is filling. If water keeps running, replace the valve, Cost is under $50. for most washers.
