Check the fans especially the condenser fan. The
noise if you listen close is probably the klixon cycling because the
compressor is hot. If the condenser is plugged (real dirty), sign of a
clean house, and/or the condenser fan is bad you will not get cooling.
If the condenser fans operating properly and the fans inside the
freezer and refrigerator are operating that would indicate serious
problems assuming the compressor is operating.
