DEad motherboard. Need PDF diagram or key testing procedure to troubleshoot and identify bad component/s! No clue! No schematics. Have Osciloscope and digital voltmeter.
Agreed. It would be cheaper and easier to just get a newer MB. You might even find the new ones with newer chipsets better than the one you are trying to fix.
Newer chipsets cannot be run by win98 drivers since there is no support! The only option is to use newer machines and run a VMWARE like software with it but I dont like the husle of learning Virtual machine setups. Lets keep it simple and fix the board. It would save the environment and that is the real cheap solution becouse for every new mother board the earth gets clobered with lots of toxic stuff which you did not take into acount. Also Entropy will increase much more by throwing the board in the recycling bin since it would end up in a third world country burned to crisp for a few dollars worth of solder!

Please use the following as a reference: ATX12V Power Supply Design Guide, http://www.formfactors.org/developer/specs/ATX12V_PSDG_2_2_public_br2.pdf
Sections 4.5.2 and 4.5.3 (Page 38) list the signal and wire colors for the +12V2DC (2x2 pin) and Peripheral (Molex) Connectors. Figure 11 (page 36) shows diagrams of the connectors and pin-outs for reference.
Most likely, you are looking for the 2x2 pin connector; pins 1&2 are common (black wire), pins 3&4 are +12V2DC (yellow wire w/black stripe)

Hi there.
You can change the front side bus in the bios if the bios supports it, if it does be very careful not to overclock the processor to much as you can cause damage to the motherboard and blow the processor up, also bear in mind that cooling is very important when it comes to overclocking.
Good luck and thanks for using FixYa!!
