Re: RCA MODEL# F36668 TV, 36" OR 37"
If you feel comfortable taking the cover off the back, check the fuse that should be soldered into the board, near the power cable/etc. If you do not feel comfortable doing that, then you should have a repair shop take a look at it. It might be a cheaper fix than you think.

Sounds like the power supply has a bad capacitor. This problem can inject excessive 60 hz from the AC line into the vertical stabilizing picture system. The hum also my come from the same reason, bad or leaking filter capacitors. Cheaper just to buy a new TV or borrow another TV and connected to your system to see if the problem still occurs.
Could be a bad TV or it could be loose TV connections feeding to the back of the TV. Any poor or loose connections in the cable leads causes a loss of signal strength to the TV.
Old cables and connection supplying TV Cable to the house or apartment can cause this problem also.
Make sure your remote is totally away from the set.
Make sure the buttons on the set are not sticky
If both of those are ok, it's your E-Prom in the set. RCA's are notorious for this, not a major repair, maybe $75-100. The 8 leg e-rom is only about $6.00
