Here is a link to the user guide http://shop.giantintl.com/Manuals.asp Choose T280 from the pulldown. It is the closest to what you have.
Opening the battery door is often a question. The U-shaped sides are connected to the battery cover. Pull down firmly on the U-shaped sides and the whole black portion will slide down and off the radio.

You will find the manual here. The radio is part of the 280 series radios, so there is a general manual on all in that series.

Grasp the black bottom sides of the radio and tug it hard. No screws to loosen. The bottom slides off. The battery placement will be in there.

When I press the push to talk button on my Motorola talkabout 250 there is a constant beeping noise and I cannot transmit

Generally a constant beep is the sign of a low or bad battery. However, it is noted the TalkAbout 250 is operated with AA batteries, and it is likely you have considered this and changed batteries. You might check your battery contacts, and clean them with a pencil eraser to assure they are making good connection. Otherwise, you may have a failing radio.

Motorola 250 manual

Hi,

I was made to understand that the 250 together with 270SLK, 280 & 289SLK all came out sometime last quarter of 1998. To my knowledge, all share the same basic features. The only difference is that the high end models feature built-in VOX, available colors, power/battery condition indicators, some other frills.

Like you, I couldn’t find any manual for a 250 but the user’s manual for a Motorola Talkabout T-289 is available here. Since most features are presumably the same, you can probably try winging it from the 289.
