You will need to have Yahoo messenger,MSN messenger, Net Meeting, or some other program installed that has a webcam service to it in order to use the webcam to transmit.
Once you have one of the programs installed, then you will open that program and you will see something that says webcam, or something similar..

There No Button as such to turn on webcam on the notebook but if would like to use it then you have to use the default application like quickplay provided by HP to use and record video using the webcam
and also you can use third party messenger like yahoo, MSN, Skype etc
Note : if the webcam is not working in these applications then make sure the drivers are installed correctly and also try updating it if required and still unable to use webcam then you need to contact manufacturer
First uninstall the drivers and then download the latest bios update for your notebook from hp.com and then restart the computer.... then install the latest updated drivers for webcam from hp.com and check this will surely work.
If not then check for quickplay driver update too.
Another thing open task manager and then go to processes and check wethere you can find the webcam running or not if yes then right click and end the task , also check for the programs that might use webcam like if you have installed yahoo or skype messenger end the program task too.
When you install a webcam to a PC there are two items that are installed. Firstly the driver for the camera and secondly the program to run this webcam. In laptops that have a webcam built in these two items are provided to you as default. Unless your model does not have an integrated webcam, in which case you have to attach an external one.
If you want to use the webcam in isolation then you use the webcam program and make videos and also single snap shots. But if you want to use it with an Instant Messenger (like Skype, MSN, Yahoo Messenger etc) then you have to configure the IM to use this webcam as default and whenever you are on Video Call, then on its own the IM will use this webcam when it gets connected to the other party.
Are you using Flash Player on MSN? This sounds like you need to turn on access from the flash player setting menu. This sounds like another issue with the latest update of flash player. Also, you might try 'unchecking' the box for 'use hardware acceleration' in the flash player settings.
go to quick play in all programs and use the opition with the camera and movie etc picture on it and in there on the left hand side is hp webcam for capture, if you use msn messenger go to webcam setup in tools menu. it wont go by itself but other apps use it. hope it helps you
