it is important to check the continuity of the coil as the power indicator is a neon and will show up as the power comes to the circuit. So what is required is to check if the coil or the thermostat control is defective and so does not heat.
If you can contact the Russell hobbs web site - support and post the part code of the set it will be traced to be under warranty and it is possible that you can get support for help...just in case the coil has opened.

I would write to russell hobbs and complain, my friend bought one of these 18 months ago and hers got hot but no steam through. She sent it back to them and they sent her a new one as a gesture of goodwill.
