There is some interference created by other wireless devices within range of your garage door. This maybe a door bell, baby motor or car immobilizer. Check to see if there are any new wireless devices, it maybe someone Cole by like a neighbor. Alternatively, you can delete the existing remotes from the unit and reprogram the remotes again, this will reprogram the emotes on a different frequency and hopefully cut out any interference. Most probably you have low voltage shortage, these things happen when stapling the wires that go from the opener to the wall button and the sensors. 99% issue will be solved when replacing the wires. If issue persist then , if its liftmaster then its the circuit board, if its Genie opener then it can be the sensor at the back part of the opener head, as well.

Craftsman 1/2 HP garage opener opens only 6 inches

Remove the cover and check the drive gear. It is white nylon and is just in front of the motor. It may be stripped. Take a close look at those door springs. They can sometime appear to be okay when one is broken.

Lights on overhead unit on garage door opener will not go off

This is not too uncommon. What tripped the breaker in your house also got to one of the relays on the logic board of your opener. The only cure I know of is a new logic board.

I have a Craftsman 1/2 HP model #13953975SRT1.

It is normal for it to blink randomly. If you watch it while you press your remote you will see what it looks like when it is receiving a properly coded signal.

Unfortunately storms do bad things so door openers sometimes. It has most likely gotten to your logic board. You can remove that board and look for burnt or missing traces of the print. Random flashing of that LED is normal.
