What you need is either continuity, the symbol for that is a solid arrow, or you can check the resistance by using the ohm's setting. the only difference between the two is that, when using continuity setting if you are reading it, it will beep if in fact the device you are testing has continuity. with ohm's no beep, but with ohm's if you read ol. or ul. that means infinity, meaning no continuity. so whatever the specs are for the device in question that you are working on, numbers will come up. hope this helped

Would need to test power from the headlamp switch . Go to http://www.bbbind.com/free_tsb.html free wiring diagrams. Enter your vehicle info , year ,make , model an engine . Under system click on lighting ,then under subsystem click on external lights .Then trace out where the tail lamps get power , do you know about automotive electrical circuits ,how to read a wiring diagram . Go on youtube check out videos on basic automotive electrical trouble shooting , how to do voltage drop testing an how to read wiring diagrams . Then get yourself a DVOM - digital volt ohm meter . Then test the circuit ! That's how automotive electrical problems are found .
Go to www.bbbind.com for a wiring diagram of the brake light circuit , get a DVOM - digital volt ohm meter an trace out the circuit . You know the right side works so the brake light switch is good . Take your volt meter an check to see which part of the circuit is bad . At the brake light bulb socket test for voltage on the power side , if battery voltage is there,then check ground side . I forgot you need to have some one press on the brake pedal while testing . You could have a bad ground or an open on the power side of the circuit , you need to find the wiring harness that goes to the back of the car , check connectors ,wiring etc... use a meter to check the sockets for voltage either 110acv or, 12v dcv
if dcv it's is your batteries or inverter not supplying power check with a meter set on dc volts; if ac check your circuit breakers with a meter set for ac volts if these are fine then replace switches

Yes, you need to of course check the voltage coming into and going out of the brake light switch, if 12 Volts are there going out and coming in while pressing on the brake pedal, your brake lights aren't getting a good ground or there is a break in the circuit between that switch & the lights.
On occasion the tail lights will work with a weak ground circuit where the Brake lights won't. Best way to determine this is to just hook up the 12 volt tester to the Brake light hot wire & there at the bulb ground, then in an area away from the bulb that has a good possibility of contact/ground.
Really that's it, if the 12Volts is getting to the bulb but it isn't lighting, if you aren't getting the voltage there and the brake switch is hot on both sides when pressed, the break in voltage will have to be traced from that switch to the tail light to find the problem.
