The Acer Aspire 1682WLMi comes with a Pentium M CPU at 1.6 GHz and 512mb PC2700 DDR SDRAM, which is not very much by today's standards. Before you try upgrading the hardware, try some things via software.
If your system is performing poorly, try running Spybot Search and Destroy and Malware Bytes Anti-Malware to clean out any spyware on the system.
Next, try updating the graphics drivers. Go the AMD web site and look for the latest ATI drivers, or try Zeropoint drivers or another unauthorized driver set if ATI won't let you have the latest. Most name brand computers needlessly restrict graphics driver revisions, so you'll probably want to go with an indie "hacked" driver.
The highest rated memory upgrade you can supposedly use is a pair of gigabyte sized modules in this type:
1024MB-DDR333, 333MHz, PC2700, 200p SODIMM
However, I'd be willing to bet you could run a pair of 400MHz PC3200 gigabyte SODIMMs at about $32 each, $64 for the pair. Your system bus runs at 400 MHz, so it should give you a nice performance boost.
According to Wikipedia, a 1.6 GHz Pentium M in this design performs as well as a 2.4 GHz Pentium 4 CPU. This is not too bad, although now a bit dated.

That laptop has the 64mb ATI 9700 which is intergrated. So beefing up your video is not going to be possible.
Also, did yours come with the Pentium-M 725 1.6ghz cpu? You could step that up, but you would only gain a couple hundred MHZ which really isn't worth it. You won't gain much performance for the price your going to pay for the faster processor.
My recommendation, maybe add some additional system ram. Or if you require more performance, purchase a performance based laptop. ;-)
