TV remote not working for Toshiba model 36A...

Unhooked cable, went to use remote and will not work. Got brand new batteries, played with remote, switched to TV, VCR and Cable, TV/VCR etc., to no avail. Is this the remote or TV, can get a new remote from Toshiba for $23, but will a new remote work? Tried a universal but have never had luck with those.
