Check to see if you have rotated new filter in the engaged direction.
I have had a few filters that were defective and were not fully charged. If you have the reciept, take old filter back to retailer and see if you can exchange it for another one. Also, make sure you have the right filter model number. You can check the model number for the filter with your refrigerator model number at Searspartsdirect.com

You did not provide a model number of your unit. The water filter location is dependent on the model number. The model number is located on a label on the inside of the fresh food section liner.
You have a bottom freezer. In general the water filter is located in the upper right hand corner of you right side fresh food section.
You may have a screw on the side panel to remove the cover, or some retainer clips, of which you must squeeze the cover housing to remove, or you may have free access.
Once locating, or accessing the water filter, grab the base and turn 1/4 turn clockwise to release and pull down. Insert the new water filter, insert and turn counter wise to the right.
Purge the air out of the filter system. Water filters are dry and have air in them. With your water dispenser fill several cups until al of the air is purged out. There will spiriting sounds.
You replace your water filter when you notice your ice cubes are small & when the water flow from your dispenser is low. The change water indicator light is a timer. It is set to cycle every six months. It is like a egg timer. It is not connected to anything.
Depending on the size of your family, and the usage you may need to change the water filter every six months or every 1-1/2- 2 years.
Hi and welcome to FixYa. I am Kelly. The symtom you describe would initially make me think the water inlet valve is clogged with debris. However.. since you did not mention a model number... there are units that have an internal water filter in them. A clogged / full of debris water filter will also cause this symptom. Most units with water filters have the filter located in the lower left front grille or in the fresh food compartment. If you would provide a model number I could go much more in depth as to what you could do. Once you provide a MAKE and MODEL number I will gladly assist you at that time.
what is the model number?also try pushing crushed ice or cubes,just worked on a g.e. and the control panel on the door was bad,it kept beeping and if you pressed crushed ice the water would work,had to change out the board on the door,send model number so i can look it up for you,if you can hear the water fillling up in the filter it could be the board or a frozen water tank line,remove the bottom draws and see if you can see the water tank,with a hair dryer heat up the line where it connects to the tank if your model has a tank,send model number
It may be possible that the model number you listed is a little incorrect after the KSRK24____ or KSRK25ILSS03 But I was able to find the model and filter numbers on my site. Click Link Below and enter the model number into the model search feature. It will take you to a page with many similar models with same water filter.
