SOURCE: Bypass HDD password
From what I understand, the hard drive can be set with a password so the drive can't be used in any other computer or even opened if stolen. It is different from windows or bios passwords, and no password unlocker can open it.
You need to call the manufactor of the pc, and have all the information about the computer handy so it can be proven you are the legal owner. They are the only ones that I know of that might be able to reset or disable the HD password.

There has been a hard drive password initiated on the system by someone. If you do not have access to the password, you'll need to contact Dell Technical Support (800-624-9896) and after you verify ownership, they can generate a password to access the hard drive.

I have software to remove all passwords windows or bios ;runs in windows and as a bootdisk.(to reset bios/remove passwords)

Please try loggin in another Account With Admin Rights and remove the Password. IF there are no other account then you can try using the Coommand Prompt to reset the User Password.
Follow the Commands in the Order.
1)Restart the Computer and keep on tapping the F8 key, This will Launch the advanced Boot options.
2) Now select the Safe Mode with Command Prompt option.
3) Type Net user and hit enter.
4) Now type the net user User account name(for which you want to reset the Password) * and hit enter
Syntax: net user xyz *
5) It will prompt to enter the Password, Hit enter Twice without typing anything.
6) The Password is resetted successfully.
7) Restart the Computer and enjoy
