SOURCE: TV WONT TURN ON
Well the universal remote will need to have the ability to gain access to the menu so you can go and change the settings for the "v-chip" or what ever the child lock is that you speak of. I hope you know what the password is or it may be "locked" for a very very long time. I say this about the password because usually this control is password protected. Yours may not be but,.... Good luck. What you seek is in the menu sequences somewhere. Start pushin buttons!

Depend on your remote would be easier with the remote that came with the TV. Can you acses the TVs menu with your universal? if not I don't think there's anything you can do. if yes, this how you do it:
1 Press MENU to show the on-screen menu.
2 Press VOL+ or VOL- repeatedly until SET is highlighted.
3 Press CH+ or CH- to highlight CHILD LOCK.
4 Press VOL+ or VOL- to choose ON or OFF. Choose ON to disable all the buttons on the front of the TV. CHILD LOCK ON will appear briefly on the TV screen each time you press a button on the front of the TV. You can still operate the TV with the remote control. You can still use the POWER button on the front of the TV, but only to turn off the TV (not on). Set CHILD LOCK to OFF to cancel this feature so you can use the buttons on the front of the TV again.
5 Press TV/AV/EXIT to remove the menu from the screen.

the manual for your television. Though slightly embarrassing, accidentally
turning on the child lock to a TV is a common problem. The section In the
manual about how to set the child lock feature will also explain how to unlock
a few "universal methods" for unlocking the child lock. Some
televisions have a universal code built in for disabling the child lock --no
matter what your code is. A common code is "0000."
Unplug your television for a few minutes. The internal battery of the TV is what helps remember what your code. If the TV is unplugged for an extended period of time, it clears the internal memory, which in turn will reset your child lock code.
