I found an answer to this question on another site, and it suggests how to find a reset switch (if it has one), and discusses other problems that can cause this:

In the blog they mention a thermal reset switch, and if the other suggestions in the blog don't fix it, contact Hoover- I read in another blog they sometimes replace the unit instead of having it fixed.
