following error message on your browser before you receive
the OWA log on prompt: 503 Service Unavailable
This problem occurs if the Davex.dll file cannot communicate
with either a mailbox store or a public folder store.
Make Sure That All the Services Are Running
The "503 Service Unavailable" error message may
occur if the Exchange 2003 services are not running, particularly
if the system attendant and the information store are not
running. To view the services and make sure that all the
services are running!!

503 Service Unavailable (HTTP 1.1) This code means that the service is temporarily unavailable, but should be restored in the future. If the server knows when it will be available again, a Retry-After header may also be supplied.
The above definition means that the server (their end) can't supply the requested information (your end) because it is unavailable (either busy or down). This probably because the server is too busy serving other peoples request. This may also be caused by some firewalls, try disabling it temporarily.
