This deck uses the K-Mechanism. Which you can find information by searching the web for it. F04 means the mechaism is locking up whilst it's unloading. The solution is to look at the Load Motor and the timing of the drive to it.
Well I think that the the machines mechanical piece that allows you to record is broken then and needs to be fixed so we perfer DVD players and dvd disc;s instead they are better at recording and have less problems too.
Most Panasonic VCR use a mechanisms with a letter. For example the NV-HS900 uses a K Deck. What you need to do is type the model number into google and search for which deck it uses. Then with luck you might also find the instructions for setting the deck up correctly. I got the K-Deck one free.
I have a similar problem and got it to work by resetting the player to the initial settings.
To do this, turn the player off. On the front panel
Hold down the STOP button and turn the player back on.
Display will show CLEAR.
You will have to reenter your settings, but it recognizes the USB again.
I just got this to work, so who knows how long it will last.

first of all put a new cassete in that camera
and play your head cleaning cassete in that camera
so that your problem is solved otherwise you have to change your camera video head or have to adjust your camera,s deck portion
