Try uninstalling sp3 from add or remove programmes in control panel..because some of the drivers are not compatible with sp3

You can download any/all the Windows XP device drivers for your model laptop from the Toshiba WEB site from their download page. Make sure you enter the model of your laptop so you can get the correct drivers. Use this link :-. http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/home.jsp#
The latest service pack for XP is SP3, I recommend you install this, see if you can borrow a CD with SP3 because it is approx. 350Mb in size and would take some time to download.

SOURCE: replacing CCFL Tube
I've repaired 1000+ Toshiba and replacing the FL tube is something I would never attempt to do because of how hard they make it to do. Generally there is a FL Inverter below the LCD that goes bad which causes the backlight not to light up correctly. The actual FL tube rarely breaks and unless you know you dropped the laptop it probably isn't what is wrong. 95% of the time when the backlight isn't lit up it is the FL inverter board.
