DS3 washer pump not working after cold spell. Changed blown fuse, no pump noise. Changed pump, no pump noise. What else might have failed?

you meant
The front windshield washer pump of your Citroen Ds3 does not work anymore./

pump dead, means pump motor is dead.
that means no 12vdc to the pump. is why, called DC POWER.
pump sounds normal, dead.
if lines are clogged pump still spins
if impeller in pump is clogged, motor can't spin and may blow fuse.
so switch for pump is bad or the fuse blew again.
so use a volt meter at pump motor pins 12vdc,(2man test) and if not there work backward to switch then fuse.

    Pump does not pump water

Hi there. Not necessarily. Inside the pump the impellor is plastic. Sometines the fins deteriorate to the point where the pump hums but won't move water. Other times the pump hums but won't actually run. The pump is generally fixable. If you are handy you can remove the pump and take it to any pump repair shop to be reconditioned, usually for about $50-75.
