The bearings on the motor are dry and need oil. It's really not made to be oiled, but you may be able to take it apart and get some oil to the bearings if you want to mess with it.

In case an electrical appliance does not do anything anymore, I always first check the fuse(s). There can be a fuse in the electrical plug (in case of UK-type of plug for example) and possibly also somewhere within the fan's housing. In case you do not know how to measure a fuse, just simply replace all the fuses in one go with a new fuse of the same (!) rating. I hope this will solve your problem.

It is possible that the main capacitor is faulty and so the coils is not enerrgised to start.
So check winding and check the capacitor for open.
Test capacitor by charging both the pins to mains voltage and shorting the pins to see if charge is retained.If retained the capacitor is good, if not replace.
