If you are talking about the Balance wheel on the od Singers it is fairly easy.
You first need to remove the small screw in the clutch ( which is the chrome knob in the middle of the balance wheel) Once this is removed you can completely unscrew the clutch and then remove the balance wheel

Sounds like a thread jam ! Open bobbin case housing remove bobbin and clean away thread ! Do not force the balance wheel to turn or you will knock out the timing !

Balance wheel doesn't turn

Don't force it. open up under the presser foot and the bobbin area.... pick out any threads.

You need to take the bobbin case and the raceway out to seek out the piece of jammed thread, before you do that force the balance wheel backwards that may free it off.

Undo the needle clamp and turn the balance wheel backwards slowly and take the needle out, then check for jammed thread

Sounds like it is jammed with thread or fabic. Totally rethread your machine and clean out your bobbin area. Then try turning your wheel towards you. If, you do not have your manual to check, go to and download one for $10. If that doesn't do it, all you can do is take it in for service.

Always turn the handwheel towards you, never away because you can mess it up. Check your bobbin area to be sure there is no lint, cloth etc jammed in there.

If the needle is not going up and down the belt may be slipping or even come off, disengage the stop motion and see if the balance wheel turns as if to wind a bobbin, if it does then something must be jammed in the bobbin case area.

Balance wheel is totally jammed

machine was working fine when suddenly it just jammed up. Everything seems to be fine, but the balance wheel is completely jammed rigid. I've looked at the shuttle and there are no thread jams at all. The needle moves fine from side to side with different stitch selections, but wont go up and down with the wheel.
I have tried looking in the machine, but I can't find any thread jammed.
