Question about Garden
Check for cracked fuel line.
Could be sucking air in with fuel starving engine of fuel.
Does float in carb operate correctly?
Float maybe full of fuel.

The tube in the bottom of the carb. is probably clogged. Remove the carb, and bowl and try spraying WD-40 through the tube, it should spray into the venturi if it doesn't try using a tip cleaner to unclog the tube.

You have a clog in the gas flowing into the carburetor. Get some carb cleaner (the spray kind is fine). Drain or siphon the gas out of your mower and discard. Put a little fresh gas and a little carb cleaner in the tank. Run it through. Do this a few times if necessary. When you get new gas, add a gas stabilizer like Sea Foam.

You have gas in the float bowl but nothing coming out when you prime correct?
You should remove the bowl jet *(should actually be the bolt that holds on the bowl) and wire brush it clean and then run a fine piece of wire strand through the jets. One of those openings is very tiny.
It is located at the top of the threads and you will need a tiny piece of wire strand to clear this. When you have cleared this and the two bigger openings at the bottom of the bolt put it back in and see if she primes. The primer just puts a raises the air pressure inside the bowl so fuel flows up the main jet. So a blocked main jet will prevent priming and running at anything above idle speed.

you need to remove the carb from the engine, tear down(don't worry they don't have many parts inside) and soak and then use carb cleaner or compressed air to blow out the ports insind the carb. this should solve your problem.
