you may need to play with the squelch. and/also hold down the light/key button until the key goes away but mess with the squelch after you get rid of the lock. you want the squelch as far left without it stopping and making static noise

This non-trunking scanner made by Uniden can store 200 channels, and has a frequency range of 25-512mhz with some gaps in the broadcast bands. so cell phone is not possable

If there is no frequencies on your scanner it will lock all channels out. if all your frequencies are on one bank and you accidentally hit that bank number and turn it off it will lock out all channels. If that's the case just hit that bank no. back on and they will unlock.
