First look to see if the ignitor is coming on. Most common problem is the ignitor is weak or just bad. When the power is applied to the ignitor it glows and builds up resistance to open the gas valve then it lights. If the ignitor is weak or bad it will not build up enough resistance for gas to come into the burner. One sign of this would be a "woosh" sound when it trys to light. If the ignitor is coming on but not lighting it is most likely the ignitor is bad. Should have a full glow. Also, if the ignitor looks whiteish in color this is a sign of it going bad. You can compare to the broil ignitor to be sure. If the ignitor doesn't come on at all will need to see if you have power to the ignitor. If the fan is running, then it is safe to say that the oven element has gone.
Replace with a new one,(element that is).,

SOURCE: bottom oven not working
A tripped breaker or blown fuse on an electric oven or cook-top, combined with an element that has stopped working, is usually a sign of a shorted, then blown (if the fuse or breaker no longer fail) element.
If you know how to use an ohmeter, you can pull the element, disconnect the wires from each end, then measure the resistance between each end of the element, and each element to the outer sheath.
A good element has just a few ohms of resistance between the wire connection points, and infinite resistance from the wire connection points to the outer sheath. Any readings other than that means the element is bad and need's to be replaced.

Some gas ranges may take 10 or so minutes to light.
Other than that you may have a defective glow bar ignitor.
If it glows and does not light the reistance in the ignitior has failed.
