SOURCE: constant scrolling when trying to select a program

you can go to control panel and then to mouse see if your settings have changed
is this if not try to do a system restore right click my computer properties you should see restore
then try to restore a an earlier date when you knew it worked
also try to clean the mouse pad
do a virus scan

Hello,
According to the manual for my Toshiba laptop, the price of the screen is about the third of the price of the laptop. Do the math.
Before looking for a repair shop, investigate first the reason foe the Flicker.
I just remembered: all screens flicker. But if they flicker at 50 Hertz you might notice it. The higher the frequency the less noticeable the flicker is. Check your graphics properties to find out if you screen cannot refresh at a higher rate than the current one (60Hz, 75Hz or higher). But beware! if you force it to flicker at a frequency that it cannot handle, you will damage it.

    Note You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click UpperFilters only. If you do not see the UpperFilters registry entry, you still might have to remove the LowerFilters registry entry. To do this, go to step 7.
  5. On the Edit menu, click Delete.
  6. When you are prompted to confirm the deletion, click Yes.
  7. In the right pane, click LowerFilters.

When power on a message display on screen "UPDATE BIOS"


You have to update your bios. Go to toshiba website, search bios drivers for your laptop model, download them and flash the bios.
