If this is a lithiom ion batteryi it may be time for a new battery. When the charge goes low in this type of battery it shuts off the tool.

I bought Dyson DC16 in 2008. Charged full but it only last for 1 minuet. Should I get a new charger? Is Dyson going to send me a new charger?

Your battery is losing voltage too quick. It has probably developed a 'memory'. Dyson claims that their handheld has the best suction out of all the handhelds out there. In order to maintain that claim the circuit board will shut off power to the motor when the voltage drops below adequate charge for full suction.
We need someone who can teach us to bypass that part of the circuit so it won't cut power to the motor or you need to get a new battery.
Shorting the battery like an Aircraft battery then re-charging won't fix it.

My dyson handheld charges fully, but keeps cutting out when using. About 7 seconds is the longest continual usage time

Fully charged, filters cleaned, vacuum keeps shutting down in and then starts again only to shut off again. the 6 minute time limit is not used up.

WILL NOT SPRAY. i CHECKED THE LINES AND THEY ARE

I had the same problem, then I read somewhere that you have to prime it before you turn it on, to help it regain suction...before you turn it on hold down spray button for about 1minute, then turn it on and use it. Solved my problem...good luck!
