You probably are using a old or bad password but do not know it. Call the provider to get a new one assigned.

report it to your scam watch authority
any reputable business that you deal with will always address you by name not as you probably have dear customer
just delete it out of your computer

Some internet banking websites only let you log in normally on the computer that you originally set up the account with. There will be a different route on the website when logging in using a different computer. If this IS the same one, it may be that you need to check your email for an email validating link. try also using different browsers.

I assume from your description, that you have to use Chrome as your version of IE isn't capable of accessing the Halifax banking website.
This is likely to be due to your version of Internet Explorer being too old.
Try updating it - Free from those nice Microsoft people.
Or if this is not possible - I would just install the Firefox browser
