I upgrade my dell workstation T7400 with a second xeon CPU, when I start with win7 the blue screen appear with this massage configuation not supported

The 3 beeps is an indicator of, most likely, a memory fault. This could be caused by incorrect memory configuration (unsupported RAM type or speed), not fully seated RAM, or the RAM itself has been damaged in some way. Best advice I can give to you is to open your case and verify that all Memory Modules are fully seated and locked into position. If they are, next step would be to remove all but 1 chip, and try turning it on. If it turns on, then one that you removed is the culprit, if not, that particular module may be the culprit and change it for another. If, after all memory modules tried has not allowed the computer to start, I would recommend taking it to a service center to be checked, as they would be able to verify the MB has not gone bad with using a module they know to be good.

Try different memory modules ( RAM ) and see if it is just the RAM.
Also take anything else out you dont need - including dedicated graphics card assuming it has onboard graphics card ( if so then enable the onboard graphics card before taking out the dedicated one )
If its still the same then yes it is the motherboard in which case you need the motherboard replacing.
If you did the diagnostics that they walk you through and they still tell you its the motherboard then it will be the motherboard as there diagnostic software is accurate.

You may have to reinstall operating system by buying a Dell cd(from amazon) that reinstalls the operating system you had on the workstation.

Besides, I do not see any VRM's plugged in. Means you get the motherboard only, and no VRM's. You need a VRM ]

Notice that your motherboard has two VRM's. This is because there are two Processors.
Apparently the VRM for one of your Xeon processors is bad. (Z-on)
Since it states VRM -> 0, it is for the Processor 0, or in the number 1 processor socket.
What does a Voltage Regulator Module do for a Processor?
A Processor MUST have a steady, 'clean' supply of voltage, AND it must be within the voltage range for the processor.
Since the motherboard uses an Intel E7525 motherboard chipset, it can support Intel Xeon processors, with up to an 800MegaHertz Front Side Bus. (800MHz FSB)
Looking at a typical Intel Xeon single-core processor, with an 800MHz FSB, let me show you it's voltage requirements,
1.287 to 1.400 (DC)
May be just a bad VRM.
However, I would also like you to look at the Electrolytic Capacitors on the motherboard. From what I have seen, those motherboards are notorious about having capacitors go bad.
