Is it still safe to use an Evenflo car seat model 3791808 L1 june 2007

No it's not just to make sure there is a expiration date on the car seat. Don't use after that date.

I don't have the model # for my evenflo comfort touch carseat. It was manufactured in 2001. I can't figure out how to reinstall the straps. Please help!

I hate to be the bearer of bad news, but this seat expired in 2007. I would strongly urge you to stop using the seat and purchase a new one.

Can not adjust harness straps on evenflow embrace car seat

Evenflo has a GREAT website section on using and installing their carseats. The manufacturer is the final authority on keeping your child safe in their seat: don't accept advice from anyone else!
http://www.evenflo.com/sme_carseats.aspx?id=321

You also ought to have your instruction manual for reference: order it for free, at this link:

Can the evenflow carseat Model #3261568-L1 made in Nov. 2006 be safe in the rear facing position in the car? Or is it just for forward facing as shown on the side. The child 1s 21 lbs.

here's the evenflo website to get the user manual for the seat:
https://plweb.evenflo.com/product_search.aspx
enter the model number without spaces and date printed on the seat. if your label is obscured, Feb 1 2007 will work. that will bring up a 'parts list' and part way down the list you'll see the downloadable instructions.
From the instructions, it appears that NO, this seat cannot be used rear facing.

RELEASE DATE:
4 February 2008
SUBJECT: HAZARDOUS RECALL - Evenflo recalls Discovery Child Safety Seats for a potential restraint failure.
DISTRIBUTION: WORLDWIDE In cooperation with National Highway Traffic Safety Administration (NHTSA), Evenflo Baby Products Inc. of Vandalia, OH is voluntarily recalling Discovery Child Safety Seats listed below for a potential restraint failure.
Items: Discovery Child Safety Seats
Number of Units Involved: Approximately One million
Description: The Discovery car seat is designed with a convenience base that attaches to the vehicle's seat and allows the seat to be attached or removed from the vehicle without removing the base.
Hazard: Tests conducted by NHTSA and the Evenflo company has found that these car seats have the potential to separate from its base. Seats could fail to adequately protect children in a high impact side collision.

Instructions for Customers: Owners of the affected seats can contact Evenflo toll-free at 800-356-2229 between 8am and 5pm ET or visit their website at http://safety.evenflo.com/cs/sc/cssc_RD.phtml
