Instructions are included with every combination lock, however if you have lost them, please refer to our instructions which can be downloaded at the respective product page. If you have set the combination once, you will need to remember this combination when resetting again (i.e. replace the 0-0-0 in the instructions with the combination you chose).
I realise this is an old question, but...
Open the lock with the default combination (0-0-0-0)
At the insertion point you will see a raised ring to the right of the numbers. Turn this part clockwise (it has an arrow on it). Set the combination you want. Turn the ring back, anticlockwise. All done!
TSA Cable Locks come preset from the factory to 0-0-0. Set the combination to 0-0-0 or your already chosen combination. if different than 0-0-0. To set the combination, use a pointed device such as a pen to press in on B. While pressing on B (do not release B until combination is set), pick your 3 digit combination.
Once all 3 dials are set to the combination you want, release B. Your TSA Cable lock Is now set to your combination. TSA Lock will NOT be locked at this new combination - turn one or more dials and your lock will be locked. To unlock, follow instructions above.
Krypto has the resetting of the combination lock on their website (under Maintenance) but if you cannot unlock it in the first place you can not reset the combination. You have to know the old combination to get it open.

STEP 1
Turn the number dials to the previously set combination, or to "0-0-0", the factory default combination for Samsonite luggage.
STEP 2
Locate the reset button, usually placed to the side of the combination dials.
STEP 3
Press the reset button and hold it while rotating the number dials to the desired combination. Set this to a sequence easy for you to remember but hard for others to figure out.
STEP 4
Release the reset button after you set the numbers to the new combination.
STEP 5
Test the combination by turning the dials to the new code to open the lock.

though. to my chagrin i discovered that they will turn easily if you
just push them around into place.

(Figure 1) 2. Push down the two Reset Buttons simultaneously with thumb and forefinger, and turn counterclockwise until it comes to a stop. (Figure 2) 3.You are now ready to turn the dials to set your secret combination, such as a phone number, birthday, etc. 4. After setting your secret combination, turn the two Reset Buttons again by Thumb and Forefinger clockwise until it comes to a stop and back to its original position. 5. Verify your new combination before using your lock. Insert the Lock Post all the way into the Locking Port but do not turn the dials. Pull out the Lock Post. Your lock is ready to use. 6.The reset operation is now complete. Repeat steps 1-5 anytime you wish to change your secret combination.

Opening the key storage
compartment door
1. Open shutter door to reveal the dials
and the release button
2. Rotate dials to the current combination
(if the lock is new, the combination is set
at the factory to 0-0-0-0)
3. Press down on the release button
to open the door
4. Pull the door fully open
5. Add or remove keys
6. Close compartment door
7. Scramble the combination dials to lock
the door and conceal your combination (A)
8. Close the shutter door (B)
To set a new combination:
The initial combination is set at the
factory to 0-0-0-0
1. Open the compartment door
(see instructions above)
2. Push the reset lever left and down.
The lever remains in this position
3. Rotate dials to your desired combination
4. Push the reset lever, up and right, back
to the original position
5. Close the key storage compartment door
6. Scramble the combination dials to lock
the door and conceal your combination (A)
7. Close the shutter door (B)
To hang shackle model
1. Open the compartment door
(see instructions above)
2. Push the shackle release lever to the left
to open shackle
3. Pull the shackle up and out of the lock
4. Place shackle around door knob or other object
5. Close shackle to lock
6. Close the compartment door
7. Scramble the combination dials to lock
the door and conceal your combination (A)
8. Close the shutter door (B)
Reminder:
(A) The release button will open the lock
until you scramble the dials
(B) Keep the shutter door closed to increase
weather resistance and to conceal the
dials from view
