The problem you have is so common. It is caused by the fact that all of the water lines in the house are the same size, usually 1/2" copper tubing. The only way to eliminate this problem is to use 3/4" tubing as the main lines and branch off with 1/2" near each faucet. Not an inexpensive fix. In the short run tell everyone not to flush the toilet when the shower is in use.
