Please try the following
Load into safe mode
Start>Control Panel>System>Hardware>Device manager
In device manager click on the litlle plus key next to Display adapters and see if there is a yellow excalamtion mark in there. if there is then you will need to reinstall you graphics card (vga card) drivers, if not right click on that option and click on uninstall it will then ask you to restart click on yes and hopefully this should solve the issue

It sounds like the T-CON board (part of the LCD panel) is not getting the +5vdc from the logic bd. Check the ribbon cable between the panel and the logic bd. first, then check to see if it has blown fuse on the T-CON bd.
