Spin dry cycle will not spin dry clothes good enough to put in the dryer.

sounds like your transmission is not working properly. check your warranty information. (should be in your owners manual) many of the whirlpool made top loaders came with a 5 year warranty on the transmission/gear case

If the motor has a transmission, it could be stuck in 1st gear. I think the agitator running is normal.

I had that problem at one time with my old washer and what it ended up
being was the Washer Dog Agitators were broken and causing the it to
slip and not spin correctly. I would try checking the Dog Agitators.
