If the board is not functioning correctly or if there is an issue with the compressor, it may cause a reverse rotation error along with the power error. Additionally, the compressor itself may have failed and may have shorted or welded windings. This condition can be especially dangerous due to the potential of electricity arcing and the possibility of refrigerant loss. If you are not a technician trained to work on the equipment, I would NOT advise attempting a repair. Some of the power supplies in those units can discharge over 300v DC and there are quite a few components that can cause serious injury. I would call a technician to diagnose the issue.

When it compressor starts it may draw 27 amps or more for a split second. 3000 / 120 = 25 amps. when the fan slows down it is telling you the voltage has dropped and it doesn't have enough power. After the pressure has balanced out in the A/C system the compressor can start against no pressure difference.
