does this happen even when its in charging?

OK, just by doing a hard reset, your tablet should work, the problem is that I couldn't find any article where it explains on how to hard reset Veloxi TG9716.
But if the tablet have the capability to hard reset, you'll be good to go.

Look for a tiny hole on the outer edge.Use a paper clip to push the button inside. If that doesn't work you might try turning it off and restarting it while holding the power and volume down. Try volume up and volume down one should open a menu. Be carefully and take your SD chip out first, and depending on which option you choose on reset, you will lose everything on your tablet.

So I guess nothing else to do but to get it to boot from a SD card with Android 4.1 on the SD Card, It appears your's is corrupted, there is a number of sites where you can download along with directions to make an Android boot card. Hope this gets you up and running.

You need to connect the iPad with an USB-cable to a computer and open iTunes software. there you will see your iPad showing up and you can do a restore: Restore iPad to new factory condition

1. Shut off tablet
2. press the volume minus button and the power button @ start up
3. tmax logo shows up and then a android menu
4. factory reset
5. Once complete, reboot
6. wait 4-5minute... tablet works again
