Hopefully you're asking about the Panasonic Obria dial lock which is a common issue with these phones hope this helps:
1) Put batteries in your phone and place the receiver on-hook.
2) Press Function and then the Down direction button until you see "Change Password".
3) Enter the digits 726276642 (usually it accepts a 4 digit number, but enter this number anyway) and press Enter. This is the Master unlock code.
4) Now enter your New password, enter 0000 and press Enter again.
5) Press Exit button (Function button is same as the Exit button)
6) Press Dial Lock and then press 0000, press Enter.
Let me give you a little background and then some solutions. This generic because I don't know your carrier. I've used ATT as an example.
Phones are naturally unlocked, but a service provider might lock them
When originally manufactured, all GSM cell phones are unlocked. That is, they can be used with any SIM from any cellphone service provider - always assuming, of course, that the cellphone service provider has compatible GSM service on the same frequency bands that the phone can operate on.
Most cell phone service providers electronically 'lock' the phone so that it can only be used with their service. There are obvious reasons why they choose to do this - in particular, to force you to pay what are usually very high roaming charges when you take your phone out of their network and use it elsewhere in the world.
Fortunately, this locking is reversible. With some phones, it is possible to simply enter an unlocking password code into the phone and it is immediately then unlocked. Other phones need to be connected up to a special unlocking data terminal.
Your phone has to be unlocked by the carrier. LG, Motorala, Sony Ericsson, Nokia and most of their ilk, will not give consumers the unlock codes but don't despair.
A PUK (PIN Unlock Key) code is required to unlock SIM cards that have become locked following three successive incorrect PIN entries. If your SIM card becomes locked, you will need to get a PUK code from your carrier. For example, if you have AT&T to unlock your SIM card, you can obtain your phone's PUK code from AT&T by:

To get your phone's PUK code online from ATT:
Log in to your myWireless Account.
Select My Services under My Account.
From the My Services screen, select My Phone/Device.
Select Unblock SIM Card.
The Unblock SIM screen will display your PUK code.
Once you receive your PUK code, you will need to enter it into your phone to set a new PIN code.
Note: If you enter the wrong ATT PUK code 10 times in a row, your SIM card will be invalidated, and you will need to purchase a new SIM Card. The phone will display the following error: "PUK blocked call operator."

hi, now i need to tell you something first, their is a master unlock code for nokias now this code wont work if you have entered the code wrong more than 5 times if you have done this then the phone is hard locked and can be only unlocked using leads and software by a phone shop, how ever not all phone shops will do this any more so the phone may be of no use to you.
now the code dont work on the latest nokia's due to the firmware update nokia put into their newer phones so if the code dont work you have either entered a wrong code more than 5 times or the phone is hardlocked due to firmware software.
now i have checked your imei number and have checked it is not stolen so i can now give you your master code. when you switch the phone on and it asks for the security code you need to enter this code 7447025165 once you enter that the security code will be removed and reset to what it was when the phone was new.

How to Change a Mailbox Password (Administrator Only)
1. To access the voice mail system press "Feature". 2. Press "983". 3. When you see "Log:" enter "120000" for 2 digit extension numbers, enter "1020000" for 3 digit extension numbers. 4. Press "OK". 5. Press "MBOX". 6. Press "CHNG". 7. Enter the mailbox number (same as extension number) you wish to reset. 8. Press "Reset" softkey. 9. Press "Rls" to exit (orange button to the right of the number buttons).
The Default password is "0000".
On the AT&T Network, to unlock the LG Shine or CU720, it’s pretty simple:

Enter *#865625# then the 16 digit unlock code*
Device should say: Network Lock Deactivated

*The 16 digit code can be obtained by calling AT&T Technical Support and given the representative the IMEI number. In exchange they will give you the Subsidy Unlock Code. To obtain the IMEI number, type *#06# on your device. This is a 17 digit number and it is not the same as the unlock code, this is the IMEI number to give to AT&T Technical Support in exchange for the 16 digit Subsidy Unlock Code.
You have a selector code that is disabling transfer operations. Login with administrative account find selector code assignment (under Auto Attendants (3)) find a selector code 1 or 2 and see what it does. Change it to direct extension transfer . In a partner selector code 1 and 2 shouldnot be used.
