Try this
Browse to Control Panel > Administrative tools > Computer management > Services and Applications > Services
Locate the following services:
1. Telephony
2. Network Connections
3. Remote Access Connection Manager
4. Remote Access Auto Connection Manager
Right click and select Properties. On the General tab, next to Start Up type, select Automatic followed by OK.

I am trying to receive a fax. The fax gets the call but it states "Fail to Connect" why?


check the phone line to ensure it is connected.
check manual for trouble shooting or Dell's printer web site.
check fax settings in printer/fax setup page

Receiving error 388. Can receive faxes but won't connect with other fax machines when trying to send

The reason for the error code:

There is too much noise on the line for a valid connection between two fax machines to complete. The noise problem might go away over time.

Solution

Retry the fax reception at a different time when telephone line conditions have improved. Call the telephone provider if line conditions fail to improve.

Fax problems


I think you just not plugged with the phone/fax cord.
Please check the cord is connect or not.

Fax will fax or receive fax


If it is a Officejet 6110 All-In-One first run a fax test:

Press Menu/Setup> Press the right arrow key to locate Tools> Press OK> Now press the right arrow key to locate Run Fax Test> and press Ok.
Check to see what has failed and correct what ever has failed in the fax test.

And follow the below mentioned steps to connect the All-In-One according to your setup:
