no not fatal, but sick. this problem you are having sounds like you have a vertical sweep problem.. It could be the vertical output IC, the sweep power supply or a capacitor or two is bad. If you have printed circuit board soldering experience, you can try and fix this yourself, but if you do not, play it safe and call in a pro to assist you in this repair as it should not cost more then 100 bucks to repair.
