Is the monitor new? Because some monitors need to warm-up a little bit. Have you tried to remove video card and/or mother board and reinsert? If that doesn't work, try the video card in another PC, If it works there, then the video card
itself is probably not the problem. (recommended). And those beeps (3-3-3-1) mean "Erase F2 prompt", but I don't know exactly what that means. This is all I know for now.

This problem is because your PS3 software has become corrupt. The following steps will cure the problem but you will lose saved games and all other data. Your trophies will not be affected as these are stored by the Playstation Network.
Step 1. Turn your PS3 onto standby (Red light on)
Step 2. Press and hold the power button. It will beep as soon as you press it, beep 5 seconds later then beep once more 5 seconds later and then turn back to standby. Release the power button.
Step 3. Press and hold the power button again. It will beep when you first press it, beep again 5 seconds later and then beep twice quickly. Let go of the power button as soon as you hear these two beeps.
Step 4. The PS3 will start up asking you to plug in a controller with a USB cable and press the PS button. Do this and it will boot into the recovery menu.
Step 5. Choose option 5 (Restore PS3 system). This will re-install the PS3 software and restart the console.
Step 6. When the PS3 restarts you will be asked to enter the time and date and other information. When the setup is complete your PS3 will boot into the home menu normally.
Sounds like you PS3 software has become corrupt. Follow these steps to sort it but I must warn you, you will lose all your save games!!
Step 1. Turn the PS3 onto standby (red light on)
Step 2. Press and hold the power button. It will beep as soon as you press it, then beep again 5 seconds later then beep once more and turn off. Release the power button when it turns off.
Step 3. Press and hold the power button again. It will beep as soon as you press it, then beep again 5 seconds later, then there will be 2 quick beeps together. As soon as you hear the two beeps let go of the power button.
Step 4. Your PS3 will now boot into recovery mode. Connect you controller via USB when asked and press the PS button.
Step 5. Select option 5 from the recovery menu, "Restore PS3 system". This will rewrite your PS3 software and hopefully should sort your problem.
Reset the video settings by turning on the ps with only the power cable plugged in, when turning on continue to hold the power button until you hear a second set of beeps then turn off the console.
Boot up the ps and plug in your av/hdmi cable and you should have picture and sound.
Hi try to restore/rebuild your database and filesystem. in worst case do the "Restore PS3 System" this gonna wipe your harddrive, so remember to backup your saves, games that you bough on PSN can be redownloaded fromt he store.

Step 1: Turn off the PLAYSTATION 3 by holding the Power button on the front of the unit till the Power light is red.
Step 2:
Touch and hold the Power button, you will hear the first beep, meaning the PLAYSTATION 3 is powering on.
Continue to hold the Power button and after about 5 seconds, you will hear a second beep, indicating the video reset.
Continue to hold the Power button and after about another 5 seconds
you will hear a third beep and the system will power off (Power light
is red).
Step 3:
Touch and hold the Power button, you will hear the first beep, again for the PLAYSTATION 3 to power on.
Continue to hold the Power button and after about 5 seconds, you will hear a second beep for video reset.
Continue to hold the Power button and after about another 5 seconds
you will hear a quick double beep. At that point release the Power
button. If you succeeded in activating Safe Mode, you will see a
message on the screen saying, "Connect the controller using a USB cable
and then press the PS button."
Connect a USB cable to the controller and the PLAYSTATION 3 and press the PS button to enter Safe Mode.
Then you will see the Safe Mode menu.

options in the following order until one of the options works for you.
