I put a new fuel pump in my 99 mercury mountaineer nd it still isnt getting power to the pump in the tank the pump under the hood still works i tried switching the fuel pump relay fuse but im not sure if its the correct fuse besides the fuse what else could it be?

The power window system operates under the control of the accessory delay relay. For early build vehicles, the GEM will energize the relay to provide power to the power window system. For late build vehicles, the ICM(instrument cluster module) will energize the relay to provide power to the power window system.

Now it does not state the build date cut off in shop manual. So if it is an early build Fuse No.6(60amp) in Battery junction box feeds a circuit breaker that mounts under the hood on the fender apron at the firewall on driver's side(wire colors will be BK/WH and YE/LG).Then it feeds the switch side of the accessory delay relay in the Central junction box. Fuse 17(15amp) in the central junction box feeds the switch side of this relay.

The late build system is the same except instead of the circuit breaker on the left fender apron it uses fuse no. 47(30amp) in the battery junction box.

Now you can go to this website and pick owner guide on left task bar,input your vehicle info and pick get owner guide. Then pick the 6th owner guide printing and go to page 210 for the accessory delay relay location. You will see all the fuse information starts on page 207 thur 216.

It sounds like you are on the right track. Here are the basics for your pump. I took a guess at the engine size and went with a 4.3 V6, Hopefully that is it.

1. There is an ECM B fuse, 20amp that feeds one side of the relay.
2. You have already mentioned the relay. The other side of the relay feeds from the VCM or Vehicle control module.

Remove your relay and check pin #3.. You should have 12volts with key on. If not check the ECM B fuse.
If you cross pin#3 and #5 on at the relay location you should feed 12 volts to your pump and it should run. If it does not, look for a ground problem on the black pump wire or a broken wire between the relay and the pump. I show a gray power wire to the pump.

Only the PCM and the fuel pump relay power the pump.
If the engine runs on starting fluid, we can assume the ASD relay is working because the coils have voltage from it.
You need to check to see if the pump relay has power from a 20amp fuse and a ground signal from the PCM. If it does, and you have power to the pump, the pump has failed.
