Did you cancel the services or did you fail to pay the bill and the phone services were disconnected ?
Your phone service would be provided as credit. You use the phone and accrue a debt for its use. If you did not pay this debt and the phone service was disconnected on you you still owe the debt. You may also be still being charged for line rental , phone equipment rental or a continuing service fee.
I suggest you contact the accounts department of the phone company and try to sort out the bill and to find out what your billing account situation is.
Some phone companies bills that are not paid or sorted out can affect your credit record / rating , so it would be of some urgency that you sort out the situation with your phone network provider before it gets worse and affects your credit rating.
If you mean pay your bills using PayPal, you need the PayPal debit card that is issued to holders of premier, business and student accounts. If you mean pay a balance owed to PayPal, you have 3 choices: 1. Link your bank account to your PayPal account. 2. Use a debit/credit card. 3. Sell enough on eBay to pay it off.

you will see all of your current transactions also a view all of my transactions shortcut bar if its not located in your most current transaction list click on the view all of my transactions shortcut you might have to select dates ranging from the current to a specific date open up a dispute in resolution tab you will have to find this transaction and copy the details down (date/item no/etc...(write them down) make a list of problems you have with paypal other than that you will have to contact paypal give them a free call 1800-073-266 6.00 to 22.00 AEST/AEDT to resolve this issue hope this helps
The best way to do is to contact the personnel incharge in this matter either by phone or by email or by person to clarify why they billed you with this amount and to ask more details abolut their new rules or policies to give update in your part.
