Drain all the gas
remove bottom of the carb
clean out any dirt in the bowl
spray carb cleaner in all holes
float needle and seat too

Joe, page 18 in your manual tells you what to . Drain the fuel from the tank and carburetor by performing the following steps: A. Loosen the fuel-tank cap. B. Unscrew, but do not remove, the small screw on the side of the carburetor fuel bowl (Figure 33) until the fuel begins to drain from the carburetor. Drain the fuel into an approved fuel container. Important: Do not remove the carburetor bowl bolt on the bottom of the carburetor. Figure 33 1. Carburetor bowl bolt-do not remove 2. Small screw on carburetor C. Wait for a few minutes until the fuel has drained, then install the fuel cap and tighten the small screw on the carburetor. Note: Use a handheld Phillips screwdriver to tighten the carburetor screw. Over tightening the screw could strip it and cause leaking. 5. Dispose of unused fuel properly. Recycle it according to local codes, or use it in your automobile. 6. Remove the spark plug. 7. Squirt 2 teaspoons of oil into the spark plug hole. 8. Install the spark plug by hand and then torque it to 27-30 N-m (20-22 ft-lb). 9. With the ignition key in the OFF position, pull the recoil starter slowly to distribute the oil on the inside of the cylinder. 10. Disconnect the ignition key from the lanyard and store the ignition key in a safe place. 11. Clean the machine. 12. Touch up chipped surfaces with paint available from an Authorized Service Dealer. Sand affected areas before painting, and use a rust preventative to prevent the metal parts from rusting. 13. Tighten any loose fasteners. Repair or replace any damaged parts. 14. Cover the machine and store it in a clean, dry place out of the reach of children. Allow the engine to cool before storing it in any enclosure. The first link is a download for your manual. You have an obstruction in the carburetor. You will need to take it apart and clean it. Make sure to clear the little holes for the main jet. There are plenty of good examples of cleaning a carburetor on YouTube.

Won't start

You need to take the carburetors apart and clean the thorough, put a new fuel filter, fresh fuel, full charge the battery and use a new spark plug. Most likely it will start.What model is this 2001 Kawasaki 250 exactly?

check and make sure its getting fuel. when trying to start, spray some engine starting fluid in spark plug hole. just a little bit. replace the plug then try to start it. if it starts then quits then its a fuel problem. fuel not reaching engine. good-day !

Try cleaning or replacing the spark plug, try using a can of small engine starting fluid shot into the carburetor to get it going. If this doesn't work, the gas has probably evaporated and left the carburetor with a coating similar to shellac inside. I would suggest having a small engine repair shop clean/replace the carburetor. Remove the fuel line from the carburetor to check the fuel flow from it--there should be a thin stream of fuel flowing out--if it just drips, something is plugging the line, fuel filter, or shutoff valve. If it seems ok, then the float and needle valve in the carburetor bowl may not be allowing fuel to flow into the carburetor. It is probably necessary to remove the carburetor to check these components. Make sure to have fresh fuel in the tank. Hope this helps!

For the easiest solution, try running some automotive type fuel system cleaner through the machine (added to the gasoline; not straight). Find some Chem Tool Berryman B-12 at the auto parts store and add 2-3 ounces in a gallon of fuel or 1-2 ounces in a half gallon. The solvents in the cleaner may aid in cleaning a dirty carburetor. You may want to drain the fuel and remove the carburetor bowl and clean it out as debris may be there, intermittently clogging up the main jet in the carburetor. Water will settle there too.

My name is Dane and I am going to help you solve your problem. When you say that the engine turned over, I am going to take that to mean that the engine fired and tried to start. If this was the case, you definitely have a problem with fuel getting to your cylinder. Normally this means that your carburetor and/or fuel tank- filter -lines are dirty and they should be cleaned. However you stated that the carburetor jets and ports are clean. If you didn't flush the fuel lines and tank when you cleaned the carburetor, then it could have gotten recontaminated again from the tank.
The only other way you could have these symptoms is if the intake gaskets going from your carburetor to your engine are failing. To test this, place about 2 tablespoons of fuel directly into the mouth of the carburetor, turn the choke on and try to start the engine. If it starts for a second or two and dies, you will have to clean your complete fuel system again from the tank to the carburetor. If it doesn't try to start replace your intake gaskets.

This sounds like the carburetor needs disassembled and cleaned. This happens over time and the tiny orifices plug up. Usually from letting gas set in them for extended periods of time and it gums up. If you are not familiar with them, I would take it to your nearest small engine repair shop.

See my tip on diagnosing small engines. It works for 2-stroke or 4-stroke engines.
It is best not to use starter fluid. Aerosol carb cleaner is what I use.
