It may be the frequency's you are listening to. it depends on what you want to listen to, sometimes no one is saying anything. do a search for freqs used in your area and them program some in and listen for a while on scan

To program a known frequency into the BC340CRS:
- Power the scanner ON
- Press the E/PGM key to enter programming mode
- Enter the number of the channel that you wish to program
- Press HOLD
- Enter the frequency, including the decimal point (e.g., 156.225)
- Press E/PGM to enter the frequency into memory
Press the UP or DOWN arrow to advance to the next channel you wish to program
Press HOLD or SCAN to exit the programming mode.

I checked the Uniden site and no, you can't receive digital signals. There is, however, a lot of Philly activity you should be able to receive
