Why is there a ticking sound when i start machine

I would try removing and reseating all the supplies, toner, fuser just to make sure something was not bumped loose while moving.

I programed scanner but here no voices

That indicates either there is no signal or it is not programmed correctly. Most signals are intermittent at best, it is not a continus brodcast.

Lexmark x3470 scanner (this is NOT the 'cover open' problem)

This happens with some printers scanners the are calibrating and then are ready to do work

Scanner in test mode when you turn it on it has a ticking sound.

I would recommend sending it back to Uniden. Close call should not produce a ticking sound, unless there is a nearby station that produces such a sound.

Is the ticking sound coming from the right side near the bottom? Or the left side near the top. If it is the right bottom then you're looking at a service station. If it is the left top then a scanner unit. Scanner unit is not available from Hp. You can try dismantling and cleaning all mirrors and lenses (usually doesn't work). If it is the service station, you are probably going need parts that are not availble.
