Blank screen sounds like a fried thermosat. Abrupt outages can affect certain types of thermostats. Make a jumper wire and jump across R and G. See if you get any action from anywhere. If a fan or compressor kicks in you know you have a burned out thermosat...

First check to see if you have afloat switch inside the air handler ar underneath the air handler. Its purpose is to shut the outside ac off if the drain stops up. Very common. If this is OK take cover off unit and with screw driver push in the contactor. It is located about the middle of the panel. It has main power at the bottom. If unit comes on you cave a control voltage problem. Meaning something is not allowing 24 volts to the contactor. If your out of Refrigerant the low pressure swich will have it off. Replace the batteries first. If that does not fix it, you either have lost 24V from the furnace/airhandler, or the thermostat is bad.
You may get lucky and find that the only problem is a blown 3 or 5 amp fuse on the board. Although that usually indicates a short somewhere in the system.

You will have to find the contactor which is located in the outside unit. And check the voltage at the contactor, 26 v as this is the thermostat calling for the compressor to come on. You can also push in the contactor and see if the fan and compressor start. There should be an outside fuse box close to your condensing unit. Good luck
