I have an old elna lotus sp sewing machine and need to reduce the speed on the foot control is this possible

The Lotus should have the integrated foot controller and power cord in one. Some of these had a switch on the foot controller which reduced the power to half speed. That's the only way to adjust the speed other than the foot on the pedal. The later models Air Electronic have a slide speed control on the front face of the machine which made life easier.

I would like a wiring schematic for the speed control transformer and light on a old Necchi Mira sewing machine, please.

the light wires are not to be connected to the speed control but have a separate circuit to the on / off switch
if you have the light connected to the speed control then as the resistance to the motor is decreased it affects the power available to the light

Singer 670 2 speed variable foot control. Slower speed no longer works. Blown resistor we think. Any one any idea what size it should be?

I believe you're referring to the 6700 series of machines. I found another foot controller at Sewing Parts Online for $79.00. You might also keep a lookout on eBay; enter "Singer 6700" as a search term. You can often get gently used or even new parts there cheaper, but I didn't find your foot controller right now. Here's the link to Sewing Parts Online.

When I step on one side of my foot pedal the machine works, but pressure on the other side does not turn the machine on.

That foot pedal had a feature of High speed on one side of the pedal and low speed on the other. Either your speed control unit inside the pedal is slightly burnt or the spring inside the pedal has moved out of position slightly. Even dirt could be the culprit if it found it's way into the speed control unit inside the pedal.
