If compressor comes on & cuts off soon after, is it bad or what do i check before replacing parts or fridge?

Does not sound good. The compressor gets turned on my the thermostat and off by same when temp is reached. If the compressor is drawing too much power the clixon will shut down the compressor and turn it back on when it cools. And it will keep turning on and off as it heats up and cools.
The only way a compressor can draw too much power is if the system is overcharged OR if some of the windings have shorted out , the resistance of the motor is less, and more current is flowing thru the remaining good windings.
If you have an ammeter handy you can check the current draw against what it is supposed to be. Expect the worst..

Why would my air conditioning in my Mitsubishi eclipse cool on #1 setting but kick off on any other setting above #1?

When you say "kick off," do you mean that the fan shuts off, or that the compressor cuts off? (Unclear.)
If the fan is shutting off, check your fan control switch, blower resistor, and blower motor.
If the compressor is cutting off, check your refrigerant level, and the compressor cycling switch.

Goodman heatpump fan runs, condenser wont start

Either the condenser fan has bad bearings, or it has a defective fan capacitor.
Turn off the breaker to the outside unit.
Spin the fan blade by hand.
If the fan blade spins easily and will spin a few revolutions with no problem the fan bearings are good.
If not, replace the fan motor due to bad bearings.
I am pretty sure you fan motor is bad because with a bad capacitor the fan motor will not get up to speed and may just sit and overheat.
I'm leaning toward a bad fan motor.

It may cause it to shut down if it's a safety thing, but it sounds like the compressor's faulty to me.

Could be as easy as a new blower motor switch or blower motor resistors.

Compressor/fan not shutting off

If this is a window air unit, it is probably the selector switch. If this is an electronically controlled unit, I don't have a clue.

chances are you have a bead compressor, you can try to replace the starting device (overload relay assy). mounted to side of the compressor, usually about 50-100 bucks. sometimes it works sometimes nada!! and for how long it will work no one can tell. check you manual and see when oyu purchased, most refrigs came with 5 year coverage on compressor assy, costly repair w/o warr

BLOWER FAN WONT SHUT OFF WHEN THERMOSTATE IS OFF

The compressor coming on when the contact is pushed is o.k. they all do that. As for the blower fan not shutting off, some brands (Payne for example) the heating fan relay is a n.c. (normally closed ) relay. so if the time delay relay or thermal link are bad or not connected, the fan will blow even when it is turned off.
