Please do not take this the wrong way and I am going to walk you through the process so you can understand and it is actually an easy fix.

ANSWER IS: -
(a) Your Carburetors need to be cleaned,
(b) Jet in your Idle Jet or Low Speed Jet is Too Big
(c) Damaged Needle an/or Seat.

There is 3 orifices that need to be cleaned and requires a wire be fed through the hole on EACH of them. The issue you have obviously is Fuel Related and not understanding what was where when it was started makes it harder.

Completely disassemble the Jets and make sure the Needle and SEATS are in good condition and not damaged, a bad seat will cause it to flood out as you are describing. A TOO BIG JET will do the same thing.

it dont seem like its flooding its not smoking

It has nothing to do with Flooding, it has to do with the "Passage of Fuel", the Idle Control Jet allows the Sled to Sit and Idle, if the Idle Jet (which is much smaller) is blocked or restricted. If you REV the Motor, what is happening is the Fuel is now going to the Primary and you have Fuel traveling through the Seat and Needle. The Idle Jet is not controlled by the Seat, I bet if you clean that Jet, your problem will go away.

My 1999 zl 440 runs great at 2500 rpm's or higher but any less than 1500 rpm's I need to lift the choke to bring up the rpm's

You have a Blockage in your IDLE JET It is STARVING for fuel, at the higher RPM, the High Speed Jet is able to Provide Fuel but not at lower RPM. You make also have a Damaged Needle and / or Seat.

Sounds like the carbs were not properly cleaned or set up. Choke should cause the cold start rpms to be higher than what you are experiencing. Application of choke to a warmed up engine will usually cause the engine to stall.

unleaded fuel is notorious for going stale, and it can leave a resinous coating in the carb-try running the saw on half choke with new gas and less oil eg 50 to 1 for say ten minutes, this should clear the gunk out-if this does not work, you have two choices-strip and clean the carb,or adjust the H (high) scew on the carb anti-clockwise by a quarter turn a time till it revs out full bore-good idea to remove the chain and wear ear defenders when adjusting-and always use a chainsaw at its max rpm,or you run the risk of "kickback"

Pulsar RPM or idling problem.

sounds like when you say cold you mean very cold. If your choke has variable control on it try using more choke until the motor gets warm. Often times the cold weather causes a leaner condition because the air ppm is so much greater leaving you with a leaner running condition.
