You have a Blockage in your IDLE JET It is STARVING for fuel, at the higher RPM, the High Speed Jet is able to Provide Fuel but not at lower RPM. You make also have a Damaged Needle and / or Seat.

I have a 1999 zL 440 it runs fine @ 2500 rpm or higher but if it idles down the only way to clear it out is to lift the choke one notch I already put fresh gas and cleaned the carbs???

Please do not take this the wrong way and I am going to walk you through the process so you can understand and it is actually an easy fix.

ANSWER IS: -
(a) Your Carburetors need to be cleaned,
(b) Jet in your Idle Jet or Low Speed Jet is Too Big
(c) Damaged Needle an/or Seat.

There is 3 orifices that need to be cleaned and requires a wire be fed through the hole on EACH of them. The issue you have obviously is Fuel Related and not understanding what was where when it was started makes it harder.

Completely disassemble the Jets and make sure the Needle and SEATS are in good condition and not damaged, a bad seat will cause it to flood out as you are describing. A TOO BIG JET will do the same thing.

Idles fast problem

That would be your engine "choke" functioning. It's not a problem. The choke engages when engine is cold and shoots extra fuel to the cylinders to idle the engine up especially in cold with. Once the engine has sufficiently warmed up, the engine will idle back down.

under the carbs there is a little black screw turn this by hand anti clockwise until 1-1500 revs if this doesnt work the choke may not be going all the way off or pilot screws under float bowls in recess been adjusted too far screw gently all the way in DO NOT over tighten then unscrew approx 1.5 turns out on both carbs if your experiencing flooding from carbs the bowls need to be removed and the pilot jet attached to the float needs replacing hope this helps steve

Pulsar RPM or idling problem.

sounds like when you say cold you mean very cold. If your choke has variable control on it try using more choke until the motor gets warm. Often times the cold weather causes a leaner condition because the air ppm is so much greater leaving you with a leaner running condition.
