The thermistor is possibly located closer to the engine. I would check the fan for power first. If the fan is receiving power, but won't turn then you are looking at the more likely possibility that the fan motor has failed. Moving components tend to fail more readily than non moving resistive types such as the thermistor.
It appears that the mainboard is not getting a feedback from the fan movement. Check if any one of the fans is moving fast. If yes then this fan feedback is not being sensed by the motherboard. try to replace the fan by interchanging the fans if tge connectors are similar. trace tye fan circuit on the mainboard which finally sends the signals to the main chip on the motherboard.
if the string was caught in the blades for some time the motor kept running and could not move the blades the motor just burnt up from the stress to the motor.
